Rowing British Columbia: The Row Electric Project
Accelerating the adoption of electric outboard motors across British Columbia's rowing community.

Row Electric, Rowing BC's initiative to decarbonize rowing club operations across British Columbia, had a participation problem. Electric outboard motors were available and the initiative was actively promoted, yet adoption at clubs across the province remained low. The reasons were unclear, and without understanding what was driving that resistance, any further investment in the initiative risked the same outcome.
Rowing BC initiated an engagement to identify why clubs were not adopting the technology and to develop a strategy for increasing meaningful participation

We led the implementation phase of the Row Electric initiative, bringing a research-driven approach to understanding what was standing between clubs and adoption.
Through primary research including interviews and surveys with club members, administrators, and key stakeholders across British Columbia, we mapped the barriers and facilitators influencing adoption. Three core obstacles emerged:
Lack of first-hand experience. Clubs had little to no direct experience with electric outboard motors. Without the opportunity to trial the technology, scepticism and uncertainty were high.
Knowledge gaps. Club members and administrators did not have sufficient understanding of how electric motors performed relative to traditional motors, what maintenance looked like, or what the real-world implications of switching would be.
Infrastructure limitations. Significant structural barriers existed around charging access, maintenance support, and repair availability. Even clubs interested in adopting the technology faced practical obstacles that made the transition feel unviable.
Those findings directly informed the development of an education and communications strategy designed to address each barrier specifically — building first-hand experience opportunities, closing knowledge gaps, and providing guidance on navigating infrastructure challenges.

A targeted education and communications programme was developed and deployed across the BC rowing community, directly addressing the barriers identified through our research.
The findings from this engagement contributed to a policy document developed in collaboration with BC Hydro on the electrification of marine transportation in British Columbia. The work extended beyond the rowing community, informing provincial policy discussions on how to accelerate the transition to electric marine transportation more broadly.
